Description The concept of cultural development was effective in generating ideas and actions during the period running from 1960 to 1988. It was based on the theory of concerted planning and on the philosophy of the third way which developed out of personalism. The events of May 1968, coupled with the hazards of planning in the context of globalised exchanges, deprived cultural development of its conceptual base, but local cultural policies in Europe helped to promote partnerships between elected representatives, creators and members of local associations. Granted, these are on unstable and shifting fronts, but they give proof of permanence in terms of a model which has lost in intelligibility but gained considerably in extension, perhaps to the point of becoming a regulating myth.
